In a large skillet or pot drizzle in the olive oil and heat the pan to medium high. Toss in the onion, garlic, and ground beef. Brown the beef for 5 - 8 minutes until the liquid has cooked away.
Pour the marinara sauce, Italian herbs, and a pinch of salt and pepper into the pan with the meat sauce. Stir then cover and bring to a boil, turn down the heat and let it simmer for 20 minutes, stirring occasionally. Add water if too thick.
Preheat the oven to 350F. Then in a bowl use a whisk to mix the ricotta, egg, whole milk, cheddar, and salt and pepper.
To assemble, spoon a layer of meat sauce onto the bottom of a 9 x 13-inch dish. Then arrange a single layer of no boil sheets over the meat sauce. You can break up the sheets if you need to. Then a layer of ricotta mix and repeat.
For the top just cover with all the mozzarella, cover with aluminum foil, and bake in the oven for 45 minutes then uncover and bake for another 15 minutes until top is golden brown. Sprinkle with the fresh basil and serve.
