Add heavy cream and powdered sugar to a cold bowl. Whip until it holds just holds shape.
Add ice to a tall glass. Add 2 pumps of Irish Cream syrup.
Pour cold brew 3/4 of the way.
Top with cream. Sprinkle with cocoa powder.
To make Irish Cream Syrup - Bring sugar and water to a boil. Remove from heat and add vanilla, almond extract, and cocoa powder. Whisk until combined. Pour into a bottle and store in the fridge.
