Preheat oven to 400°. Line two muffin tins with paper liners. Set aside.
In a large bowl, whisk flour, sugar, baking powder, and salt. Set aside.
In another bowl, whisk together oil, milk, vanilla, and eggs.
Make a well in the center of the dry ingredients and pour in the wet ingredients.
Mix until combined, being careful not to overmix the batter. It will still have some lumps.
Add chocolate chips and fold through.
Scoop the batter evenly into the muffin cups.
Bake for 18 to 20 minutes or until the tops are golden brown and a toothpick inserted comes out clean.
Remove from pan and let cool on a wire rack.
