Line a muffin tin with 12 paper liners. Preheat oven to 400 degrees. Stir together flour, baking powder, salt, and mini chips in a large bowl. Set aside. In another bowl, whisk together eggs, sugar, milk, orange zest, orange juice, and oil.
Have your helper do the heavy lifting.
In another bowl make the streusel.
Fork together flour, sugar, and butter until it resembles coarse crumbs. Add in chips.
Pour the liquid into the dry ingredients. Mix until just combined. You do not want to over-mix, or you will end up with a tough muffin.
Scoop 1/4 cup batter into the muffin tins. Add a generous amount of streusel to the top.
Bake for 18 to 20 minutes. Cool in the pan for 5 minutes, then cool completely on a wire rack.
Perfect with a steaming cup of coffee. Or an icy cold orange juice.
